But Mr. Santos didn't structure his fraud the usual way, according to the indictment. Instead, the government said, he set up a regular business and falsely told donors that it was a 501(c)(4). That company, which The New York Times says appears to be RedStone Strategies, had nothing to do with supporting Mr. Santos's campaign but everything to do with supporting his bank account. He "converted most of those funds to his own personal benefit," the indictment says, and didn't even go through the usual procedural sham of registering the social welfare group with the I.R.S., which is not exactly difficult to check...

George Santos: New details link New York congressman to Andrew Intrater, cousin of sanctioned Russian oligarch - The Washington Post

Taken together, the evidence suggests Santos may have had a business relationship with Intrater as Santos was first entering politics in 2020. It also shows, according to the SEC filing, that Intrater put hundreds of thousands of dollars into Santos' onetime employer, Harbor City, which was accused by regulators of running a Ponzi scheme. George Santos accused of sweeping campaign finance violations - The Washington Post

…Instead, the complaint alleges, "unknown individuals or corporations may have illegally funneled money" to Santos's campaign through his firm — part of what Campaign Legal Center describes as a scheme for the candidate to act as a straw donor to his own congressional bid. While candidates are permitted to contribute or loan their campaigns unlimited sums, the complaint argues that the money Santos gave to his campaign was not his own but rather given to him "in the guise of salary and dividends" for the purpose of making undisclosed or prohibited contributions that exceeded lawful limits. 

The complaint also accuses Santos of misrepresenting his campaign's spending. It notes that his campaign reported "an astounding 40 disbursements between $199 and $200, including 37 disbursements of exactly $199.99," thereby eluding requirements to keep a receipt, invoice or canceled check for all spending above $200...
