Supreme Court nominee could cost next president

Hillary Clinton or Donald Trump could nominate a dream candidate for the Supreme Court next year or pursue major policy goals and lower court appointments. But the winner can't have all the spoils. 

That's the conclusion reached by three University of Georgia academics in a research paper that examined 25 Supreme Court nominations since 1967 and balanced them against presidents' successes and failures in pursuing other important goals....
