The Ku Klux Klan and other terrorist groups were organized by the southern white oligarchy, leveraging their economic power to persuade politicians to vote for business legislation that favored white supremacy. Constitutional Amendments and laws calling for equal treatment were rendered meaningless in the face of actual and threatened violence that began almost immediately after the war ended.

History Minute (073): White Supremacy meets Henry MacNeal Turner
John Burgess, a White man, was Professor of constitutional law at Columbia University, and was a strong influence on thinking in much of White society about the Reconstruction from the early 20th century down to this day. He "agreed with the scholarly consensus that blacks were inferior." He wrote:
In place of government by the most intelligent and virtuous part of the people for the benefit of the governed, here was government by the most ignorant and vicious part of the population. . . . A black skin means membership in a race of men which has never of itself succeeded in subjecting passion to reason; has never, therefore, created civilization of any kind.
As a reality check, consider the words of Henry MacNeal Turner. He was a Black man who escaped plantation life at the age of 15. He taught himself to read and write. He became and messenger in a law office, and read law books. He worked as a handyman at a Baltimore medical school, and read medical books. He was elected to the Georgia legislature soon after the war ended, but the Georgia legislature in 1868 voted to expel all Black members, including 2 senators and 25 representatives. Turner spoke these words to the Georgia House of Representatives:
Mr. Speaker. . . . I wish the members of this House to understand the position that I take. I hold that I am a member of this body. Therefore, sir, I shall neither fawn or cringe before any party, nor stoop to beg them for my rights. . . . I tell you, sir, that this is a question which will not die today. We have pioneered civilization here; we have built up your country; we have worked in your fields, and garnered your harvests, for two hundred and fifty years! And what do we ask of you in return? Do we ask you for compensation for the sweat our fathers bore for you—for the tears you have caused, and the hearts you have broken, and the lives you have curtailed, and the blood you have spilled?
