Steve Rattner: GOP doesn't talk about dismantling Obamacare but they're doing it piece by piece
The federal government is hurtling toward a shutdown next Tuesday night, with the major issue dividing the two parties being healthcare. While Republicans rarely talk about repealing Obamacare anymore, that is in effect what they are trying to do, says Steve Rattner.
