Campaign Action Sens. Chuck Schumer and Dick Durbin, the top two Democrats in the Senate, quickly called for the McConnell Rule to be observed in replacing Supreme Court Justice Anthony Kennedy. Schumer took to the floor of the Senate to say that "Our Republican colleagues in the Senate should follow the rule they set in 2016, not to consider a Supreme Court justice in an election year." ....
